In one of the companies I was working for all the persons have been tracked (during working hours only) by mobile network triangulation services. It was for both - safety and job monitoring (especially for the bussiness representatives).
It worked fine enough - not so accurate to register a visit in the shop to buy a coffee, but accurate enough to discipline lazy representatives.
Once it saved the life of a man who lost consiuness in the car (it happened that he had some heart problems) - His (phone's) position didn't move for a long time, so His supervisor tried to contact with Him, when no response - he called another person to go and check out what is happening.
But it were a funny moments too... Once supervisor claimed that one of the representatives drives "in the forrest"... while in a fact - he was just visiting his customers nearby and the positioning was not accurate :)
Now, when every average mobile can have aGPS and cheap data transmission - it can me much more accurate, and usefull (while much more "Big Brother - like").
BTW: There was a thread in CD Forum concerned about safety in the school busses - where I proposed to use cheap phone (with GPS) in each bus as a safety/tracking device.
