He didn't just meet party leaders. He met with the Vice President of the United States. That makes the meeting an official act of the US government, and by meeting with them and it not being clearly a confrontational meeting it implies support from the United States of the activist's stance against Beijing.

That is why it's a big deal. Hong Kong is not a sovereign territory. The people that met with Vice President Biden were not government officials. By meeting with them, Vice President Biden did the political equivalent of flipping the bird (1) at Beijing. That's also why the CCP are understandably upset whenever anyone even remotely official meets with the Dalai Lama - same thing. The man (Dalai Lama) is a convicted criminal in China and was exiled. Offering him any type of official recognition by the US government is a grave insult to China.

It's politics. Biden simply should not have met with the anti-Beijing activists.

(1) flipping the bird - colloquial phrase for extending a fist with only the middle finger raised. This is considered a very obscene and rude gesture in the USA. Also known as "giving the finger", as in "Biden gave Beijing the finger". Also know as "flipping somone off" as in "Biden flipped Beijing off". If you do this to someone in the USA, you may be physically assaulted. I'm not joking. It's considered that offensive.

I tried the " you do not have to be mad to work here " sign in China, it was lost on the Chinese staff, it seems that it does not translate well.
