The complete message reads below:
Dear Mayor, I am a primary school pupil in Jingjiang city. There is a Lin Chi Ling advertisement on the outer wall of Wenfeng Big World of Jingjiang. Every day when I pass by this advert, I can’t help looking into her deep cleavage. And in the evening her picture lingers in my brain and sometimes I can not help masturbating to her. I have experienced sharp decline in academic performance in the school and I can not concentrate myself in studying. Mayor, I ask you to help me and do not let the Lin Chi Ling’s advertisement continuously hurt my mental health.
(Editor's note: We are sorry to have translated the Chinese phrase 自读 as self accusation at first, which actually means "masturbate".)
And the mayor of Jingjiang (Jiangjiang city is under jurisdiction of Taizhou city) replied on January 14th as below:
Ninhao, pupil netizen, as far as we know, officers of municipal administration for industry and commerce has inspected the spot. The advertisement does not contain content that breaches the seventh clause of The Advertising Law of People’s Republic of China or is deemed as jeopardizing the physical and mental health of minors.
Some netizens doubted if a real pupil had really written the complaint, while others echoed the writer in worrying about the vulgar trend in China and expressed displeasure at female celebrities wearing skimpy dresses in public.
In an interview with Qingdao based Bandao Metropolis Daily, Lin Zhi Ling appeared to be surprised to hear the story. She said she was sorry and expected the primary school child not to watch the advertisement anymore. She promised to be more prudent in endorsing advertisements in the future.
