What has Wiki got to do with the blaze in Zhongdian?

Because you have never been to Zhongdian, you habitual liar!

Your description of Zhongdian was a direct extract from Wiki, the same paragraph I read minutes ago.
You are a knowledge-thieve Seneca, taking credit where credit not due.

Repent, you sinner.

Many buildings were completely renovated but the core of the structure is (now: was) old. I have no reliable figures about how many buildings were completely new but if you strolled around the place you could actually recognize the real new 'additions'. They were in the minority.
