Poor PPSally. She was trying to provide information about not so desirable attitudes of certain people in China and she got herself into a bazooka crossfire. The only thing to do is just duck and take cover.

not so desirable people is incorrect to describe dem cos they're not outhere intentionally to rob & mug...therefore she & you just overstated it

IT IS COMMON EVENT ,WHAT DO YOU THINK ABOUT IT.
WHO STUFFING THE FALLEN IS MOST THE FREE-PERSONS , USUALLY HAVE AMOUNT OF FREE TIME ,ESPECAILLY THE OLD ,OR THE MID OLD , BUT FEW IS THE YOUTH WHO POSSESS LESS TIME TO STUFF .THEY NEED WORKING ,EARNING MONEY OR THE OTHER BUSY.
SO, IN CONCLUSION , I THINK MANY OF THEM IS HOUSE-WIVES ,HOUSE-HUSBANDS,OR RETIRED OLD PERSONS

The rule of law is that ownership to the goods remain with the consignor. The lorry driver is the agent employed to transport the goods to its destination. If the goods spilled onto the road while in transit, the ownership remain with the consignor. The police been assigned to maintain law and order on roads and highways are duty bound to provide security to the spilled goods and safety to other road users. He is there to ensure that no danger been posed to other road users as well. The public has no right to claim the goods as no consideration to purchase the goods comes from them. The police has failed in their duty to provide adequate security and the passerby are trespassing by deliberating removing the goods without the owners consent.
In China, this seem to be a free for all situation.
