In my experience, it happens everywhere a seller meets a tourist. (anywhere in the world including "developed countries"). Not that I've been everywhere but I am guessing it does happen around any site visited by tourists.

And I am not always "lucky". I've been caught more than once having to pay an exorbitant taxi fare late at night because I just wanted to get home. And during Trade Fair sometimes you have no choice. Many taxi drivers become bandits and with no subway or buses running, that's your only alternative to a long hike home.

At least in China foreigners don't have to pay more to visit cultural or historical sites.
