A dozen of male Chinese tourists were spotted urinating publicly in Beijing's Summer Palace by some passers-by three days ago.
According to a witness surnamed Cao, those tourists, all in their fourties or fifties, were touring the Summer Palace with a travel agency. They lined up by a wall against which they answered the call of the nature, paying no heed to the onlookers including some flabbergasted foreign tourists taking pictures of them.
"The toilet is just around the corner," shouted Mr. Cao behind their back which however was neglected.

Question here: Are the authorities going to make the same effort to locate these uncivilized people as they did with the ones of the Shanghai bus incident?

You can not say they are discharging waster water from their bodies with the evidence of just one picture. They truth might be they just want to make sure something is still there.
