Minimum fine should be > 10 - For Repeat Offenders number of multiples of 10 !!

Good intentions but this is systematic of the wider traffic problems.
Having cars turning right on  a red light competing with pedestrians crossing on a green man light does not instill any good feeling in pedestrians, also having a driver liable to pay compensation to a pedestrian even if the pedestrian has caused the accident does not help. The guilty party should always be liable.

Is there any measures that is more better than to be fined so as to eliminate this kind of phenomenon which a body of pedestrains ignore the red light at the intersection? May this sort of tactic to punish those who run the red light would be workable in the short term.and when mentioned money,may a large portion of passerby would be cautioned by themselves when ccross the road,therefore,they would be escaped from the punishment.Whereas,if no policer supervise at the crossroad,may no one can give a firm promise that all of walkers would obey the traffic rule instead of following their own inclination to run the red light...
