You have been miseducated by your own government that the Philippines has the stronger historical claims to Scarborough Schoal, when it knows it does not.  The Philippines claim through the UNCLOS is in fact based on its opposite claim that historical facts do not matter in determining sovereignty.  Only the UNCLOS as interpreted by any kangaroo court the Philippines and its Western backers could muster at the ITLOS, is supposed to have the authority to determine China's sovereign boundaries, which unfortunately, is also untrue, and China has the RIGHT under UNCLOS to reject any arbitration by ITLOS.  Thus, the Philippines really does not have sufficient historical basis for claiming sovereignty over Scarborough Shoal, nor does it have any basis under UNCLOS to demand China submit its sovereignty over Scarborough Shoals to arbitrary determination by ITLOS.  Now, all the Philippines depends on is a propaganda war waged on its own people that whoever questions the motives of its government in insisting on quarreling with China over Scarborough shoal is disloyal, even to the lies it pronounces as the absolute truth.

The Philippines can negotiate for a right of use by virtue of habitual use of the shoal as shelter and for fishing for decades without China's objection, but it cannot argue its right of sovereignty which requires more than just habitual use to establish.

This will go a lot farther than the untruth that the Philippines owned the Scarborough Shoal which was already owned by China.  UNCLOS is unable to change historical fact, and cannot revoke it, unlike what some Western powers claim it does, while not being signatories to UNCLOS themselves.  This is the truth, and hopefully, it will set you free from the false morality of fighting back at China over an injustice that was not.
