This defensive mentality actually ruined the Chinese nation. Historically speaking, this was the main reason why China could not have had an industrial revolution like England. As Chinese decided to stick to their homeland, they could not dare discover and conquer lands of opportunity far beyond the immediate waters bordering China's east which resulted in the weak or zero naval power China could have developed. The Anglo Saxons, the Dutch, the Spaniards, the French all these European people developed the sense of adventurism throught their risky journeys across the oceans and seas in the world. This contributed a lot to their knowledge of the world, naval strength, culture etc. Indeed, without such adventurism there could not be a Coleridge writing The Rime of the Ancient Mariner or Defoe writing Robinson Crusoe. This adventurism also inflicted a great sense of superiority and dynamism on those people who with their newly acquired scientific knowledge and naval power marched on  conquering the defensive stagnant introvert and conservative societies like China.

Many blame the Anglo Saxons for their colonialism but hardly anybody asks whether the Anglo Saxons built their empire by acquiring the colonies free of cost. It was not free of cost. Nothing is free of cost. The Anglo Saxons had to pay a great amount of labor, blood and wealth to acquire their colonies. They fought with courage and determination and so they won. The fruits of their sacrifices resulted in the prosperity of their next generation as their colonies gave them the resources which in turn helped them build a network of trade and manufacturing factories. Industrial revolution was not an accident in the course of historical events, it was rather a historical inevitability. When a British toiled all day long in a busy factory in London or bravely fought some turban wearing sepoy on a battle field in Delhi, the lazy Chinese with his delusional mindset smoked opium lying a bed.

In short China's defensive attitude forbade China from developing a naval force to build a world wide trade network and colonies to acquire resources for an industrial revolution in China. As a result, Chinese with their primitive fighting equipment and style could not withstand the firepower of invading Indo Europeans.

Even today if some say Chinese people have turned into hardworking manufacturers while Anglo Saxons as lazy consumers I would  tell them to review their perceptions. It is true that more and more Chinese people are becoming hardworking factory laborers changing the basic configuration of the Chinese society, the Anglo Saxons are not sitting idle, they have upgraded themselves from low skilled laborers to high skilled ones through several generations. This is why when the Chinese manufacture electronic goods, cars, conventional military equipments, Americans produce stealth long range bombers like B-2 or the recent vehicle that has been put on the Mars. So what has changed? The mode of production has changed. China may take pride that the team USA for Olympic had to wear the clothes that were made in China but US can also take pride in testing a scramjet which is supposed to travel at a speed rate of Mach 6 (though it has failed three times, but failure is the pillar of success).

Therefore Chinese must not become too complacent about their recent developments. Just yesterday, Wang Jingwen wrote an opinion piece on Epoch Times with the title Major Reshuffle of China's Top Military Brass where he concluded that "the CCP doesn’t want to fight a major battle. The CCP’s national defense policy has been defensive in nature, because it knows that its military power really cannot match that of other major powers. Unless it uses atomic weapons as a last resort, China cannot win conventional weapons wars." What is worrisome is whether CCP will keep China's military power weaker all the time just for the sake of its defensive policy.

China's counter attacking capability cannot be realized unless China makes major breakthroughs in military R&D and splinter the noose that has been tightened around China's throat for which China will soon start choking. For that reason, China needs to spend a few bucks more than what the defensive policy of China allows in its military budget. Due to the shortage of time, China has no other option but to either develop or steal such high end techs and it is justified because its the question of China's survival.

One of the urgent requirements of Chinese military, apart from an independent GPS type system and stealthy long range bombers, at present is the presence of supersonic combustion ramjet in China's cruise missile as well as UAV technology. Russians with the help of Indians have been working on this project which resulted in the development of Brahmos block III scramjet which is said to travel at over Mach 3 speed. They are about to test another version of scramjet which is believed to travel at the speed of more than Mach 7. Speed matters in missile technology because it determines how faster you can hit your enemy as soon as you locate him leaving him in a position of having no time for countermeasures to intercept your blow.
