This news has also been reported by "Global Times", a propaganda pamphlet, which you may deem as a reliable news source. It is a civil arrangement for a civil purpose (Coast guard and protection of Fisheries) not a military aid.

"Japan may loan a fleet of 10 coast guard ships to the Philippines as part of its Official Development Assistance package to Manila. The Global Times, a Chinese nationalistic publication, says the deal includes 10 small 180-ton patrol boats as well as two larger, nearly 1000-ton cutters."

It is indeed very practical that the party is  judge, legislator, head of the army, executor  and  publisher  all in one in China.

Satsu

Here is a link to a Japanese military news outlet.

There you can read also the reason why this deal has not yet been "made official".

Actually it was just my guess, but my guess was right.

Almost a good job. Still, it's English and hosted in the U.S. Not reliable enough to resolve any doubts.

I believe it is true. Also because of the fact, that there is no public denial of this by the Japanese government.

It is in thousands of forums, including Japanese forums. If it would not have any base, I am sure, that the Japanese government would have corrected this already.
They are tongue tied, because, they are selling to many Hondas and Toyotas in mainland China, which may go into a dumping site together with rotten bananas from the Philippines.

The last one is a "Japanese source, though in English.

And if you know how to read English and you are not so lazy, you may learn "the reason why" in this report.
