I think you will find that the Chinese Government use a travel service such as CTS (China Travel Services) and as such get massive discounts. I know someone who was involved with CTS and could go 5-star for just 20% of the stated room rate. I really do not feel that with their booking power that they would be paying normal guest rate card fees.  Good for Gary Locke and also a great boost for his politics. Coincidentally.

No, of course they weren't all show, as some cynical web users have suggested.

By "shamed", I mean Gary Locke's frugal style poses a stark constrast with Chinese officials' lavish spending in dining and wining.

On Xi's first visit he stayed with an average family in Iowa.  Not even in a hotel.

Should this be seen as trying to 'shame' US diplomats?

I guess I just don't feel that way.  What a wonderful experience he must of had.

Yes, I'd also imagine he must have had a wonderful journey.

Still, it's different. It's not because Xi had no choice as a result of the limitations of the reimbursement rules, as in Gary Locke's case.  He actually went there to visit his old friends.

Well, you also have to take the public's perceptions of Chinese officials into account. There are certainly officials who are clean and as frugal. But in China, they generally come across as corrupted and unscruplous.
