If they are state owned banks simply reduce the spread or mandate a certain amount of loans must be made to small
businesses at a lower rate.
The solution is not to let in the vulture capitalists.
That's the whole advantage of being state owned. Let the fat cats in and you'll lose all control of the banks.
Why sell out?

If capitalism promotes innovation and creativity then why aren't scientists and artists the richest people in a capitalist nation?

And don't blame the privatization. Will corruption simply disappear if there was never such a reform?

We shouldn't have a fantasy to disappear the corruption. And we urgently need to relieve the present serious rampant corruption.

2. Under the condition of the serious rampant corruption, how can you assure that privatization reform to go on the right track?

How can you assure that party (government) leaders fairly sell state-owned assets, companies, organization to foreign citizens, to family members of corrupted leaders, to speculators?

From the late 1990s, almost all of town-government-owned companies were sold out; most of provincial-level government-owned companies were sold out; most of local government-owned assets, including coal mines etc, were sold out; most of government-owned apartments were sold out; a large amount of government-owned land were sold out; many government-owned orgainzations including kindergarterns were sold out; etc.

How much were the prices? Do you know and are you aware? Are those deals fair? How much did government get after those assets were sold out?

"Why did the reform of Wang Anshi fail 1,000 years ago?" Bushier's question in another thread reminded me of a lot.

Supposed the privatization reform is right, However, the privatization was presided by a group of corrupted Party (government) leaders, What would happen in the present system?

For example: several years after the health care reform, which launched from 1990s, the minister of 药监局 was arrested because of serious corruption and large amount of inside deals.
