The schools that are built by those bribers of course would be of poorer quality, or why they pay  ...

They pay bribes to win the contract, but once the bribe is paid, they choose to build poor quality buildings to try and squeeze every single last possible penny of profit from the project.

If they paid a bribe and the schools were built to a high quality and a reasonable price, would anyone complain?

How could that be possible?! Building good quality takes money! Before building they already have a cost of bribing, they of course would have to squeeze the cost of raw material to maintain the profitability.

How much do you think the bribe is?

If you give the government officail 100,000RMB, do you really think this effects the profit margin of the construction company that much?

Also, the cost of the bribe will probably be included in the cost of construction, so the profit should not be effected.

The problem is not the bribe, it is the construction company who build sub-standard buildings.

How can you imagine corruptible officials capable of serving the people before their own interests....
If they can take the money, they can also close their eyes on quality inspection...
So in China, you show your responsibility and your commitment by taking bribes...? weird moral and shinning example for the youth of the country...
Becoming civil servant is no more a vocation to help the country... this is just the easier way to get rich. Bravo!
