A challenge with assessing the value is the horrendous erosion of technology assets.  For example, the computer you're reading this post on loses its value at a very fast rate.  Military equipment tends to be technology-intensive too.  


Defensive assets like the Great Wall of China certainly hold their value a long, long time.  As recently as WW2, the Great Wall was a valuable bulkwark to hold.  But even so, they, like the Great Wall, lose their military value.  The Great Wall remains an important symbol of achievement and national unity for all of China.


If you find a standard depreciation rate for technology assets and apply them to military expenditures in the USA for the past five or ten years, then that will get you closer to the actual value than just looking at the numbers directly.
