I agree partly to your statement.

1) A language teacher should be qualified in the field she or he is going to teach.
2) Teacher's should stick to the curriculum of the school they teach.

In my most recent visit to Fuzhou I had the opportunity to interview and share some conversation with students from a local university; they told me their former foreign English teacher had been fired because he kept on preaching about the bible and jesus in every class.

P.S.: Sometimes a passport alone is no sort of qualification to teach!

this is true, Many Chinese praise my ability to speak Chinese, but I know I suk. i prefer the praise from others and knowing the reality.

What Seneca Said about the Chinese teachers is true, at least in the respect of having heard it so many times from many students from many areas of China.
But I have also heard many times of student ridiculing other students for no good reason. One being ridiculed because of her voice etc, when in fact her English was quite good, and her voice lovely.
In my book you don't need perfection in speaking, most natives don't speak perfectly. but what you do need is comprehension, language without adequate comprehension is just 2 dimensional and easily misunderstood. 2 dimensional is good enough for those that just want to get by.

Typically if we speak or try to use Chinese, it's always considered hilarious and quite funny.
Yet if we find their English funny, it's a horrid horrid thing.
