Sincerely, I like to believe the above statement is true, but I just can't buy it. Who would after the facts.

Massive industrialization over the course of 30 years, and a developing consumer society
does not allow for an even distribution of government resources. You first develop the areas
that have industry and wealth, and then you spread it from there. China , with a population
of 1.2 - 1.6 billion, and a land area comparable with the continental United States, still has a
ways to go before urban development and rural development could or even can be on par.

SOCIAL SECURITY SPENDING needs to be continued at a acceptable pace, with facilities upgrade.

For a EMPIRE the size of China,
Social Security spending needs to be on the PROVINCIAL LEVEL, city, district, to prevent abuse.
Like that HENAN village head who complaint "not getting state funding for road maintenance".

The Central Government could help by "guarantee" the BONDS issuance by Provincial governments needing funds to expand the SOCIAL SECURITY SPENDINGS.

School ought to be of SUFFICIENT SCALE, with student population of 1,000 per school.

IN rural areas, THEY PERHAPS could have HOSTELS for remote regions to gain the SCALE for quality facilities to be provided. Maybe SCHOOL BUSING to transport students in less sparsely populated areas.

POLITICS is always a problem, in the ROUGH ROAD of providing funding and proper administrative functions!
In Malaya, we have VERY GOOD CIVIL SOCIETY, our citizens have form school committees to improve the school in our community when the state lack sufficient capabilities or is faced with political constraints.

They say a picture paints a thousand words.  Looking at the comparison of the schools in cities and those living in the mountains, I would share the same kind of emotional anger as you.

Then, when I think of how to build the likes of city schools in these mountainous places, I think again.  Many problems need to be dealt with.  Even if these remote places can have the city-like schools, how do they attract good teachers to teach in these places.

The nice-looking schools we see in the cities are only a shell.  You can build them in the mountainous places, but without good teachers, without good study materials everything still comes to a naught.

To me, I feel heartened that despite their remote distance, the children are NOT DEPRIVED of an education.  The kids in the shabby schools at least look happy (and generally these kids do, without the stress and pressures of urban living and competition that often confront the children in the cities).

And China as a developing country has the HIGHEST RATE OF LITERACY as compared to many developing countries, deserves our congratulations.  In Thailand, Philippines, Africa and countries in South America, the poor children are often sold into the sex industry, not to mention education or nice schools.

More importantly, let us NOT BE TRICKED by OP whose motives, obviously, is to PROVOKE the audience into believing that there are injustices in China and to STALL China's progress with disruptions !  OP is merely JEALOUS.  Posing obviously contrasting pictures without any suggestion of solutions is misleading and unhelpful.  Let us not be tricked by the pictures which aimed to make the country, the people and the Chinese government look bad.
