Xu Chenggong, 63, surveys his fields from an embankment in Yongxin village, where water is pumped from the Yellow River into a network of irrigation canals. Agriculture soaks up roughly 80 percent of the runoff in the Yellow River Basin, yet not very efficiently: About half the water is lost through leaky pipes and ditches.
