It depends what somebody is looking for. Is the person really interested to see and catch (by photos) the city, is he/she on a negative trip, is he/she doing it on his/her own or does the photographer have an order how to do it.   Does he/she want to see the past or is he/she a person who wants to meet progress. Is the person interested in people or in buildings, etc. etc.

You see, there is no ONE answer. It all depends on circumstances, expectation, cultural background and so on.
