China freezes new railway projects after high-speed train crash

China plans to suspend new railway project approvals and launch safety checks on existing equipment to address growing public concern following a deadly crash between two high-speed trains last month, Premier Wen Jiabao was quoted as saying by state media Wednesday.


The government has struggled to address public fury over a July 23 crash near the booming coastal city of Wenzhou that killed at least 40 people after one high-speed train apparently rammed into another one stranded on the track, prompting question marks over technology promoted as a symbol of the nation's growing prowess.


Wen told the state council, China's cabinet, in a regular meeting that checks will be conducted on the quality of equipment, the design and staff training on existing high-speed projects and those under construction, according to state radio.


China should "appropriately reduce the average speed of new high-speed trains at their early stage of operation," Wen said.


Wen said a working group established by the state council will fully investigate the cause of the crash.


He visited the site in late July and vowed a thorough and transparent investigation.


The railways ministry is still investigating the cause of the accident.


It has ordered a two-month safety review of railway operations, though a Chinese railway research institute has taken responsibility for a flaw in signaling equipment as the cause of the crash.

China train crash orphan will be disabled:    report


Xiang Weiyi -- nicknamed Yiyi -- was found alive in mangled wreckage 21 hours after the train she was in was rammed by an oncoming high-speed service in an accident in eastern China last month that killed her mother and father.


Rescue operations had already ended by the time she was pulled out, prompting accusations the search for survivors of the crash -- which killed at least 40 and left nearly 200 others injured -- had been halted too early.


A Shanghai TV report posted on the website of the hospital in Shanghai where the girl is currently being treated said the damage to her left leg, which was crushed in the accident, was incurable.


"Experts have confirmed that... she will almost certainly be disabled in the future," the report said.


Yiyi has already had five operations on her left leg, which doctors initially feared they would have to amputate.


According to the report, Yiyi is suffering from ischemic contracture, an abnormal shortening of muscle tissue. She also sustained injuries to some of her internal organs in the crash, but is recovering.


The disaster in Wenzhou city was a major embarrassment to the Chinese government, which had made the construction of the world's biggest high-speed rail network a key political goal.


Earlier this month, authorities said they were suspending approval of new railway construction projects and ordered the maximum speed of trains on the newly-built lines lowered by as much as 20 percent, due to safety fears.


A state-owned Chinese train manufacturer has also recalled 54 bullet trains being used on a new high-speed rail link between Beijing and Shanghai because of "flaws".
