It's not only the invoice that put China into an awkward position. It's more the response from the Chinese Foreign Ministry. What the spokeswoman said is China denies it is "officially" responsible for the arms sale and that some "individual members of a certain company" are involved.

Do anyone seriously believe the actions of those "individual members" are not sanctioned by the state?
