It should be a YES if ORTHODOX policies

..........are employed, and less tyrant government.
On paper, China seems to have the resources, people and the needed technologies.

I think technically, every Chinese family will be able (or actually currently is able) to buy a car if they really want - but most just don't want a car. Why should I buy a car in China if I can take subway? The traffic is just too terrible.

Depends on how you manage the state!

Traffic can be improved via GOOD PLANNING.
Access to fuel can be had via GOOD STRATEGY.
Creation of different logistics, people mover technologies is dependent on the STRATEGY OF THE STATE.

Your reason is faulty. The numbers produced does not mean the number of cars that will be purchased. The economy will not continue to grow at the same rate forever. It seems that people in China think that life goes on on changed. Just think back to 30 years ago there was bearly enough rice forever one to eat and it was the westerns who help you be able to eat. it will be the western countries that will come in and buy the piece when China has it's economic correction.
