That's actually quite feasible.
#1;The USN has FFG7 frigates surplus, fit them with VLS (Mk41 which can support RAM) and HARPOON SSM & they have generic LAMPS capacity SH-3 or SH-60 series. The FFG7 class can support certain mods which can ensure their effectiveness, or, new ones can be built, they're cheap at a few hundred million each, small cews and pack quite a punch for their size, better than the 052D's anyway!
#2; The US can't supply SSK, maybe look at Dutch or French sources there.
#3; I'd rather they had F-15E, not F/A-18E. The F-15E has longer range and larger payload and is also, far more air to air capable than the F/A-18 series. nAgainst the F-15 scenario, aircrew, 1 vs 2 depending on which model F/A-18 is flown!
#4; helicopters, LAMPS, would come with the FFGs.
#5; cheap at only 10 billion P/A.
