Zhou Yongkang is one of the present 9 paramount leaders of China. Before he was appointed as minister of the Police of China, in many area, more than half of monthly salary of policemen had been from Fines and type of Fee collected by police department itself. Zhou Yongkang launched the trial of Reform as the minister.  Policemen began to get salary from government revenue, not from the Fines and Fee collected by police department itself any more. Zhou tried to stop the impulse that the police, in pratice, collect Fines and Fee as much as possible, or they won't get enough salary. It was one of achievements of Zhou Yongkang.

Of course other departments of government launched the reforms like the Police department. But who would be hurt the most, if more Tax in laws and less Fee in regulation? They are government officials. Officials have to pay more real taxes because they pay nearly zero in Fee of many regulations. they have less opportunities to get bribes, get ....

So many government officials hindered such reforms just as many official hindered the law making of disclosing the assets and income of high-ranking government officials. The law about disclosing the assets and income of high-ranking government officials began to be drafted from 1994. 17 years past, Lawmakers don't finish the draft yet.

Thanks.. I talked a lot about sth behind "Chengguan department".

Oh. there is no Chengguan department in Central-government-level, in provincial government-level, in town-level, and in village-level.
Most Chengguan department exist in regional-government-level and country-town-government-level.

What would happen if we cancel Chengguan department? Probably the present Chengguan would be splitted into distinct department of local government.

I repeated it again. What's a job in Chengguan department? it's a regulation enforcement job.

So the root problem is the unfairness and unjustice of the regulations made by the distinct departments of government.

If those regulations were relative fair and just, Fewer of Chengguan would be required than the present. Fewer of conflicts would emerge than the present.

That is the essence  ..............

If people didn't break the laws or regulations and abided by them .........

There would be no need for the chengguan ..........

The existence of the chengguan tells more about the problems in regulation, than it does about the organ itself .........

And I have noted that some of the most notorious ignorant posters in this thread, never bothered to read the Global Times article in full ............

Probably too busy rushing, as usual, to have their say and get their wu mao based on their normal speculation and vacuous nonsense rather than actually  address the core of the matter ............

hahahaa..Apprently someone seldom care about the living of those street vendors. Someone didn't need to worry about food, and then he/she would think all of Chinese don't worry about available of enough food. More than 1 in 10 Chinese are still living under RMB 150 each month.

Yes, I seldom eat food in street stalls for fear of a lack of sanitation.
But Chengguan never drove Street Vendors away because of selling fake, shoddy, inferior quality products, but not in right market place.
If you want to sell product in the right market place, you have to pay high Fee.

As what revealed in the report "Why transportion cost so much in China?" Don't you know the Fee in legal market places are too high.
Who care about the fairness of justice about these Fines and Fee in those regulation? You can avoid to pay these Fee if you have Guanxi. But do Street vendors have the Guanxi?
