The Western media are however always at hand twisting the stories to the point headlines, typical:
"The China Government is imploding in civil disorder of gigantus proportion".

Chengguan department actually is a department for regulation enforcement. (attention, not law enforcement.)

Many regulations was published departments of governments at all leves. How to enforce these regulation?

Before the Chengguan department was established, Industry and Business department in charge of the regulation made by its department; Fishing department in charge of the regulation made by its department; building department in charge of the regulation made by its department; Forest department in charge of the regulation made by its department; healthcare department ......

After the Chengguan department was estabished, Those departments still had the responsibilities to fine and to regulate in practice. But the government officials in those departments seldom came to the scene but only sign the fine and approvl some papers. Who come to the scene? it's Chengguan.

The position in Police department is a law enforcement job. The position in Chengguan department is a regulation enforcement job.

Chengguan department has the right to fine and collect the Fee according to regulations. Chengguan department don't have the right to make or modify the regulations.

In China, Tax are made by laws; Fee are made by regulations, however, Fee are more than Tax in the present China. If a street vendor didn't hand in enough Fee, the street vendor would break the regulation. Chengguan would come out.
Compare with laws, regulation are made by every department. So many regulations guiding the same business practice are often greatly different. Street vendor would have to break this regulation made by this department, or they would break that regulation made by another department. So it is easy for Chengguan to collect Fee and fine from these street vendors.

Many of these information are from my own experience.

hahaa..the point doesn't lie in "private" but "illegal".

If Federal Reserve and the Bank of English as private companies is legal, then it's okay.

Would it be legal if Chinese Central bank was a private company?
According to the consitition of mainland China (PRC), it is illegal.
