In a very interesting article Friday 10th June 2011) in the Global Times Professor Zhan Zhongle discusses the issue of the Chengguan (Urban Management Officers).


Chengguan Need to be Reformed, Not Scrapped


Chengguan (urban management officers) have a thuggish image thanks to repeated severe incidents where they used violence against street vendors. An online poll has found that the majority of China's city dwellers want the government to disband the chengguan and remove the system completely. But a recent report regarding the chengguan's public image claimed that chengguan have been demonized and they are not as bad as people think. Are chengguan more than just bullies? Do they have a role in modern urban management? Global Times reporter Gao Lei (GT) talkd to Zhan Zhongle (Zhan), a professor with Peking University Law School, and vice president of the Administrative Law Studies Institute of China Law Society, on these issues.

GT: Conflicts between chengguan and street vendors have resulted in several serious incidents over the past years. But what is the cause of their conflicts and how can this be solved?

Zhan: Many people dislike chengguan because there has been violence involved in their conflicts with street vendors, and when the violence was exposed by the mass media, it will further damage chengguan's image. But people often ignore the fact that most of these conflicts start with street vendors breaking laws and regulations by setting up business at wrong sites.

A number of serious incidents over the past year that have seen both chengguan and street vendors lose their lives in Beijing and other cities.

1. According to national laws and rules, the organization, Chenguan department, is not legal.  Where was Chengguan department from? According to which document? hahahaha..None.

breaking laws....hehehe..Where is the police? Why don't you call the police?
Does Chengguan department substitute the Police department and other deparment in some aspect?

3. "Professor"??..ahahaha..Many Chinese professor are first government officials. Many government officials of China can get master's and doctor's degree easily. Many of them can get the title "professor" and "Academican" easily If they held enough government power and Guanxi.

Chengguan is the Chinese name for Real Estate Management Office.

Many Guangzhou industrial villages have migrant worker population ranging from 10T to 100T+.
They all employ security guards at the village gates.

Many these 'guards' are poorly trained and are underpaid.
It has been suggested that many 'Chengguan' are infiltrated by triad criminal elements.

The Central Governments had better pay attention, and get this problem sorted out quick.

I suggest 'village managents' be independent from the village owners, and be licensed by the Local Government.

All employees should be vetted by the police to filter out criminal elements.
They should all be well educated, and given full training, and licensed.

The Security Guard Profession in Hong Kong is a highly well respected occupation.

Do you know the association of Chengguan department of China?

The association were funded by chengguan departments around China. This association had also made and published the standard Uniform of Chengguan and many rules of Chengguan department before 2009.

In 2009, Some government employee reported that this association is illegal. This association was running by a private-own company. This association was not registered but collect Fee from Chengguan department around China. Many  government officials in Chengguan department didn't know that this association was owned and running by a private-own company.
