What should be the role of the Chinese navy?

Should the Chinese navy have 3,000 ships, including 120 aircraft carriers, 900 destroyers and frigates, 1,200 submarines?

By right, the Chinese navy should be 7 times bigger and more powerful than the US navy.

China will protect the world's oceans to ensure freedom of navigation.

China will assume the burden of maintaining the peace of the world.

Yep, ok, China can do that but, the cost of operating such a massive number of vessels is prohibitive and China will soon realise this! By the way, what makes you think the rest of the world would allow such a massive build up to happen? Even China has limits you know, and a few trillion dollars isn't as much as you think it is when you squander it on such toys, salaries, maintenance, operating costs, munitions as well as upgrades etc. Might pay to think before you even think about using that under developed brain, especially when it comes to this area...where it's painfully obvious that you have no clue whatsoever!

You are DELUDED if you think surface ships have ANY role to play in ANY future war.

They will get sunk in less than a fraction of a second as soon as war breaks out.
