Choppers are techinically ground forces IF based on the ground. However, are naval vessel based helo's ground forces.....the line is very fine here!

True, choppers can, more accurately prosecute ground targets because they  fly lower and can see better VIA sensors. Fast birds can't do that as well.
I just hope Libya can sort itself out and all can have a result that is a agreed on by all citizens! Bombing never won a a war, on it's own....aircraft cannot hold ground so the situation becomes "fluid". Ground forces are what's needed, and soon....but only to end this. The problem I see is where will it end, Tunisia, Egypt, Yemen or Syria....maybe Jordan. It's too much of a big bite and the west shouldn't discriminate one country against another when attrocities are happening in Yemen and Syria too.

I won't condone the notion that more killing by any means will bring Libya to peace, NATO is "sending in ground forces' and that would be called "contrary to NATO policy".
