All of this interpret part of Chinese philosohpy and the way of Chinese government power runing.
Beijing government is in control of China. But not all of choices are made by Beijing. Actually most choices, especially detail choices are made by local governors.
China is a huge country, not a small land like Singapore, Taiwan, Hong Kong. Sth are even more complicated than U.S.
e.g. from the perspective of ethnic group and religious group.
Almost all of ethnic Ti-betan are Chinese citizen.
The population of ethnic Mongolian of Chinese citizen is larger than the population of the present Mongolia.
millions of enthnic Zhuang are Chinese Citizen.
2 million ethnic Korean are Chinese citizen.
There is none of either religious group, or believe, dominate Chinese society now. Not confucism, not communism, not Jesus, not Islam, but each of them are believed by about tens of millions of Chinese.
In U.S.A, there is Fedral-level laws and state-level laws. Sth is similiar to the present China. That is to say, local governors have enough spaces to do sth different from the Beijing government's polices.
