If so, what type?

However, Many Chinese government officials earn profits through fines and bribes from the luxuriant polluted food business.  So this tye of censorship doens't work in practice. Most ordinary Chinese people worry about the safety of the food.
Of course many high ranking government officials don't need to worry, they have special food supply from their special farmland. Many of the rich don't worry about the safety of the foood, they can buy milk from Hong Kong, from the imported food.  



In the past, Many Chinese government officials had to fine enough to get adequate money for their legal salary.  If one government official dof't fine enough, he won't get 100% of his legal salary.  It is one of the major causes that Chinese politicians vowed to raise raxes and improve the salary of government officials. I don't know the present sitution now. Chinese media sedom report these under the present heavy media censoring system.

Censorship is bad, when ...

it's main purpose is to protect those who censor !

A new censorship law might help to improve the situation.

This new law should list the things that can be censored, and the things that can not be censored.

Corruption would melt away like snow at the end of winter.

Many Chinese said that the government officials don't dare to tell ordinary Chinese what are exactly the sensitive words.

If the politicians don't publish the senstive words, they can add news words everyday, they can ban anything they like.

it's main purpose is     

t o    p r o t e c t   t h o s e    w h o     c e n s o r  

and not those who are censored

It's not the words --- It's the topics.

For example:
Child pornography should be censored.
Military secrets should be censored.

For example:
Arrests of criminals should be not censored.
The trial of criminals should be not censored.
The conviction (and shame) of criminals should be not censored.
