Gaddafi warns West against meddling in Libya crisis

TRIPOLI - LIBYAN strongman Muammar Gaddafi on Tuesday warned of dire consequences for North Africa and Europe if there was any Western interference in his country's affairs, in a telephone conversation with the Greek prime minister.

'Greece is a friend of Libya and can pass on this piece of advice to the European Union,' Jana news agency quoted Gaddafi as telling Prime Minister George Papandreou.

Gaddafi, who took the initiative for the call, warned that 'any violation of Libya's security or stability would necessarily have dire consequences for the security in north Africa, the Mediterranean rim and Europe', said Jana.

His warning came as Nato and the European Union are to meet on the upheaval in the north African country and how to deal with Gaddafi on Thursday and Friday in Brussels.

Nato chief Anders Fogh Rasmussen has said that the North Atlantic alliance was considering all options but that Nato would not act without a UN mandate.

'There is a consensus as to the need for Nato to intervene' with a no-fly zone, a top diplomat from the 28-nation alliance said earlier. He underlined this could not involve ground troops. -- AFP

Obama threatens military intervention in Libya

US president Barack Obama said yesterday that the United States and its Nato allies are considering military intervention in Libya in the strongest warning yet to Colonel Muammar Gaddafi that the world will not stand by as the embattled Libyan leader attacks his own people.

"I want to send a very clear message to those who are around Colonel Gaddafi. It is their choice to make how they operate moving forward. And they will be held accountable for whatever violence continues to take place," Mr Obama said.

His remarks will probably be met with mixed reactions from the Libyan opposition, which has back-pedalled on its appeals for Western intervention.

Yesterday evening the foreign ministers of Gulf states called on the UN to impose a no-fly zone. But earlier in the day, Nato Secretary-General Anders Fogh Rasmussen downplayed the prospect of military intervention in the oil-rich nation, saying the alliance had "no intention to intervene" without a UN mandate, but added that he could not imagine the world would "stand idly by" if Colonel Gaddafi continued to attack civilians.

Al Jazeera TV reported that Colonel Gaddafi had offered negotiations that could lead to him stepping down, a move that was apparently rejected by the opposition. He was said to have asked for guarantees of safety for him and his family and a pledge that he would not face trial, but the opposition rejected as it would represent an honourable exit for the dictator.

The West has watched as Colonel Gaddafi unleashed lethal force against his people, and in recent days, his forces have mounted ruthless counter-offensives to claim Az Zawiya and Misurata, rebel-held cities close to Tripoli, while Libyan jets have launched air strikes on rebels on the eastern front.

Should Washington seek to intervene militarily, it will have to overcome Russian and Chinese opposition to secure a mandate from the UN Security Council. Moscow yesterday said the Libyans "have to solve their problems by themselves". Britain and France are said to be drafting a resolution on a no-fly zone, which could be put to the UN Security Council later this week, an unnamed UN envoy said.

It is not clear if even a limited foreign involvement is desired by the Libyan opposition National Council (NC), formed two days ago, despite earlier appeals for air strikes on regime strongholds. Opposition officials suggested that rebel fighters could view foreign intervention in a negative light. "There was a clear call but our perception is that the West is not ready for it," said Iman Bugaighis, NC spokeswoman.

China cool to Libya no-fly zone proposal

(Reuters) - Any United Nations-authorized action against Libya must ensure it helps the country return to stability as soon as possible, China said on Tuesday in response to British and French proposals for a no-fly zone.

The North African country's sovereignty must also be respected, Chinese Foreign Ministry spokeswoman Jiang Yu told a regular news conference.

China wants countries to focus on implementing the current U.N. Security Council resolution on Libya and to "urge all sides involved to settle the conflict and calm the situation through dialogue and other peaceful means," Jiang said.

China supported a resolution for an arms embargo and other sanctions targeting Libyan leader Muammar Gaddafi and his inner circle, and referred the crackdown to the International Criminal Court in the Hague.

"Whether in the next step, the Security Council takes action and what that action would be mainly depends on whether it helps Libya to return to stability as soon as possible," Jiang added.

"In the decision-making process, we believe, Libya's sovereignty, territorial integrity and independence should be respected," she said, adding China would also listen to the views of Arab and African countries.

Britain and France are both working on a U.N. resolution for a no-fly zone.

Western allies differ over how a no-fly zone might be implemented.

The United States has said it would involve a large-scale military operation, including strikes on Libyan air defenses, but some military analysts have said it could be limited to preventing flights in Libyan airspace, without a big preliminary campaign.

Some U.S. officials have expressed concern a vote on a no-fly zone could be harder to secure at the Security Council where veto-wielding members Russia and China may resist.

Putin urges EU not to interfere in Libya's "Internal Affairs"

Russian President Vladimir Putin said Thursday that while the European Union must be concerned about what is happening in Libya, it must not interfere in the internal affairs of the country.

Putin spoke at a news conference following talks between the Russian government and the EU Commission in Brussels.

'We must let people build their own destiny and not interfere in their internal political process,' he said.

'Belgium has not had any government for over 250 days but no foreign power can change the course of things in this country,' Putin said.

The Russian President expressed concern about the situation in Libya, 'especially the fact that it could have an influence in the north Caucasus'.

He warned that the price of oil would exceed US$200 a barrel in the following days because of the events in Libya.
