Why hasn't the IAEA inspected the Daimler Benz nuke producing factory yet? They make them for the French military.

Secret report on Japan's nuclear policy discovered

A secret report on Japan's non-nuclear policy has been discovered. It dates back to 1964, just after China's nuclear test.

The report said Japan should raise its potential nuclear capabilities to a level where it could have nuclear arms whenever it wants to.

It was commissioned by the Cabinet Office and was written by a panel of experts, including a professor of international politics, Kei Wakaizumi, who was later involved in the 1972 reversion of Okinawa from US rule to Japan.

The report said China's possession of nuclear weapons would have a huge political and psychological impact on Japan.
It said Japan should focus on developing nuclear and rocket technologies, so its potential nuclear arms capabilities would be higher than those of China.

The report also stated that it's important that Japan announces, at home and abroad, its deliberate choice not to possess nuclear weapons, even if it is capable of producing them. It suggests this would improve Japan's position in the international community.

The government continued to study how to produce nuclear weapons and what kind of impact they would have if Japan decided to produce them. But in 1968 Japan announced its 3 non-nuclear principles of not possessing, manufacturing or permitting their entry into the country. Japan has promoted the policy of not possessing nuclear weapons ever since.

Nagoya University Professor Mikio Haruna said the report is a valuable document that led the way to the current Japanese nuclear policy. He said it's interesting to see that Japan's policy of not possessing nuclear weapons was a deliberate choice.

What the a.m. report did not tell is :


Japan contacted West Germany in the 60s and proposed a joint nuclear program with the active assistance of German nuclear physicists. Several secret meetings took place in the resort town of Hakone.

In the end West Germany refused any assistance and this was, afaik, the end of Japan's nuclear ambitions.

Which makes General Bing's idea on UNDERGROUND "CIVIL DEFENSE" tunnels cum METRO SYSTEM for all of China's 170 cities with more than 1 million population more urgent!

Nuclear bombs are relatively less dangerous, compared to the the Thermonuclear bombs (or Hydrogen Bombs)!
Pretty small EXPLOSIVE power, 50kT to 150kT!
Doubt Japan, Germany or Korea would have any use against a major power!

But, with JETS, missile technology development via space agencies in India, Pakistan, Japan, Korea - would mean China needs ASAT, ABM, Laser Star Wars development, hypersonic bombers!
