I would not stay in any China city due to to much competition in just staying alive.
I would stay in the country in anyplace within the China sub-tropical Natural Region. Possibly Hainan.
In sub-tropical Natural Region, it is quite easy to live "off the land".

what a silly  answer. the place where to get refuge depends on the kind of  disaster you encounter . if  an earthquake,you'd better to a city on a plain where its  stratums are not too soild. as for strom , blood ,typhoon and so on ,that's beyong my major.
