Because of the superior AIR POWER

.....of the Asian Trade Route States, surface ships are quite vulnerable in littoral waters of the sea off China!

Some 1,300 jets better than F-16, with domestic missiles, avionics, aircraft, parts making capability!
Surface Ships should be BLUE WATER, since littoral shipping is pretty vulnerable.
Big SSN, SSBN fleet tend to "neutralized" the Air Power situation!

With US$120 billion China's PLA/CNSA budget versus US$100 billion plus Asian Trade Route States's Air Force/Navy budgets, it's probable that the Asian Trade Route States has advantage in the Air-Sea power equation, while China's budget is constraint as it needs to maintain a large army-militia to face off with the huge Armies of it's neigbours!

Smart partnership, Soft power, creating Vested Interest with BR(I)M, USA, British Club, EU-France and of course Asian Trade Route States remains the priority!
