Well, I think as soon as somebody offers you a seat on a bus/train or whatever you'll realize it^^

I would offer my seat.

I won't offer it to a young child who clearly able old enough to stand by themselves.
It riles me when I see someone stand for a child, then the parent/guardian lets a non-paying child take a seat.  The child should sit on the parent/guardian lap.
