The two (Vietnam and America) share a common interest in Asia!!!
The two are in fear of an imminent China rise [Size=-4]( Not the kind you think however ) and they are doing whatever means that are available to them to keep China in check.
The first sign of this marriage of convienence was initiated by an unofficial visit firstly by William Cowen (Clinton's Defense Secretary) which was ordered by the then GW Bush in start of his very first term in office. The reason was reported as the breaking the ice between the two natural arch rival countries while ironically, the ice between Cuba and America stands firm even when no war ever existed between Cuba and America while 60,000 American personnel were killed in Vietnam. I mean I can imagine (or speculate) what might have been discussed behind closed doors at the time... Examples as follow:
America: We (William Cowen) will open our market to Vietnamese goods so as to help induce Vietnam's economy which in turn will help enhance Vietnam's national defenses against China! No strings attached. Deal? Or no deal?
T-shirts, 3 piece suites, sneakers, cell phones, all of which used to principally be manufactured in China starts to roll out of Vietnam and [India] and Vietnamese food products aimed at the Vietnamese-American market suddenly explodes out of proportion and exotic fruits from the tropics started to flood the North American market where as ironically, they will throw the book at me if I bring a Sunkist Orange grown in California over the Blaine/Canadian border...
Vietnam: We (Vo Nguyen Giap) won't allow ourselves to become [a dominion of the Ming Empire] again, ever, and neither will we stand idle seeing China make its influences right across our sphere of influence (South East Asia). America's panicky over China's rise qualifies as an ideal and "almost can't go wrong ticket" for us to modernize our military so as to counter Chinese influence in what's own turf.
South China Sea Scenario:
Vietnam fought a naval battle in the '90's with China in the South China Sea. According to Chinese sources, they lost 2 Soviet made cruisers (Vietnam was out gunned) and some naval personnels. And on China's part, she sustained light casualties. Two Chinese torpedo boats were badly damaged by gun fire. Now, with Clinton sounding of the the marching bugles in Hanoi, that's qualifies as confidence builder for Mr. Vo Nguyen Giap to show his balls to Beijing just as how Kim Jong Il is showing his balls to the US.
Never, never, never say never to what a Vietnamese, or an Indian is capable of when their self confidence is lacking -- it becomes "anti-Chinese-madness on steroid extra strength" when it comes to these two's pen*s envy over Chinese rise...
