China has ever been called himself by socialism. and most of people lived in public or stated owned house or apaprtment. land were free, And construction was paided by every state owned company or government. sometimes those house building were called dorm house.

China government should put all its money into the western poor region and let those advanced region to hang high and dry in the air.

however, one day government sold all of those public owned house at the lowest price. ten years later, most of the houses were sold at a price of ten or hundreds times as much. the present government got the money after they sold the land deposits and asserts deposit which were accumulated by former government. and the government didn't shoulder their presponsiblities for people's housing. but beagan to earn money from the process.
and instructed that anyone and organization, except who work for government and some of the largest state-owned company, has no right to buy any land for building house. they have to buy house building to property developer if you;d like to.

I am not saying real estate growth is bad.

But when it's the only thing and main thing for engine of growth, then that's a cause for concern.

The same time they made laws that every city family have to own a house buidling for Hukou registration. of course they provided less land to property developers against demands each year. they would toppled down old house buildings if there is not enough demand behind of endless excuses.
though it is asserted that land were owned by people, acctually, citizens never knew where the money were gone for land ing. did the money go into municipal facilities and infrastructure or official welfare, like official cars, tourist, official buildings. who knows?
But people knew government began to imposed highest taxes on house market and continued to push land price higher and higher. though the cost of construction and building materials didn't change too much. Though many officials told lies to people that house market drive the economy. Acctually most of money in house market, sometimes more than 2/3, were gone into the pocket of government.
college graduates used to like to those production area, the research institutes. however, things are totally different, people already knew the fierce competition for a job is government service workers from university graduates with master's and doctor's degree.
personally, government began to have big money from so called house market reform. And people never knew those money where were gone. People dont have the right to know government spending and officials at high at all levels's income.
