Is this good or bad for China. Why?

Can't just define Hukou as good or bad....

China government takes the present Hukou management system for a reason..... China has a huge population and it's not so developed that modern cities can't accommodate great amount of immigrants from rural area...To some extent, government are trying to 'restrict' Hukou access, especially in modern/developed cities....

It doesn't matter.

Hukou is very important in some sense.  But as we all know, money make everything in today's society.
So when you can earn enough money, you won't care much about it.
In Shanghai,a lot of people without Shanghai Hukou enjoy their life.
