Bad, leads to discrimination(folks from the countryside/citypeople).

Having a Beijing hukou for example gives you the advantage to enter a top Chinese university with less points required than folk from countryside......

Reforms are required to change to a new Hukou system reflecting the new modern China, the current system is outdated and does not give equal opportunities to everyone.

It was a good thing in a country like China with more than a billion population and largely poor. Look at India, the immigration to cities from rural areas were unchecked resulting in massive big slums. China has done a good thing of cutting off this evil. And made sure there are no slums and the order remains.

But reforms on Hukuo has to be made from time to time
