It's a good advice although crimes where tourists are the victims are far less than in western countries but I'm sure you know it.

People who have a decent job often have no time to search the web for individual tours. Also, induvidual tours are far more expensive and demand knowledge of the local lingo. For the majority of people group travel is the better, cheaper and easier way to travel.

Need to know how to complain

Hong Kong travel agency are license and bonds which can be suspended and revoked. Before you cross the border ask the border guard for complain form and fill out and turn them into border guard.  They will file with goverment and will even call you to follow up with complains. Before Mainlander in China is treat like second class citizens. Now they are cash cow and Hong Kong will not survive without mainlander tourist.

yes sadly it is endemic in the Chinese tour industry.  I recommend my foreign friends to try it once, just to experience it and appreciate traveling without the stops to the silk factory, jade factory, and tea factory.

Actually , some retailors have a deal with the travel companies that the tourist guides take the passengers buying their parts and return discounts....boycott the "illegal" dealers
