The speed restrictions vary depending on the area you are in. If you are near a school you cannot drive more than 25km per hour and even on a highway I think the fastest you can travel is 110km per hour.
In cities major intersections have red light cameras. In my city fines from red light cameras get the local government millions of dollars every year.
The major problems with speeding occur (my opinion) when people do not allow enough time to travel and so have to rush due to bad traffic conditions. As a result they get caught going too fast in certain areas and are fined.
If you receive too many fines you are no longer allowed to drive, which for many people is embarrasing.

Also most people in Australia want to drive everywhere and often do not want to catch a bus. This leads to congestion on our city roads which of course makes people later, so they rush more.

In NZ, the penalties for running red lights are prohibitive. I think onlyin undeveloped and developing countries, these laws aren't so strictly enforced or punished.

Here in the US, people will almost always wait at a red light (even if there are no other cars at the intersection).  Even before they added cameras to automatically ticket those who run a red light, they would do this.  The only thing is that sometimes they will turn right on a red light, which is generally accepted, as there is no crossing of lanes to do so.  They will not turn left or go straight.

City Planners are great...

Seen a redesign of a road crossing at the city entry bridge of a minor swabian town (with a university teaching that very major)
for aesthetic reasons, the architect included pedestrian and cyclists roadcrossings had only been added at three of the four sides

the busiest crossing (along the side of the bridge entering the city) received big cameras instead to deter potential further pedestrians and bicyclists from waiting at one instead of three lights, as they did before.

These thousands of little achievements and improvements in Western countries are coming from peoples demands and complains.

If only a government takes the complains of the people serious, things will change.
