It means whateveryou just bought is given to you without any guarantee. If it destroys your computer or lights your house on fire you can't sue the manufacturers.

It's a very standard way of saying "If this program does something wrong, it's not our fault!"

"As-is" as you receive it. Meaning that there is no extra service or product to add on or be an extension of what you receive. Hence it is a discrete product/service and sale,  a "clean" transaction with no messy details to tie up.
