A  is the right choice.

"Word" here means "news" or "information". It's always in singular form when used in this sense this way. Don't ask WHY it is not preceded by a definite article "the". It's just a matter of idiomatic usage. Just follow the way it is used.

Cf.

Word came that another hostage had been killed. [ Always without "the".]
(The) word was that yet another hostage had been killed. ["The" is optional.]
Word has it that Tiger has over a hundred secret lovers. [Always without "the".]
(The) word is (that) Tiger has over a hundred secret lovers. ["The" is optional.]

This is actually not as simple a choice as it may seem. Either A or B is acceptable.

The use of "the" before "word" would be similar to that in "the news", and may indicate a specific reference to "word/news".

Cf.
When the word came that soldiers from the fleet were at last preparing to land on the Nexus Islands,...
At last the word came that Sibley with his army was again on the move against us.
Then after the game the word came that the Japanese had bombed Pearl Harbor.
Then the word came that the man in the Russian baby moon was dead.

答案为A。at  a loss是个习语,意为“不知所措”。word可以表示“消息”,其前不可加任何冠词,也没有复数形式。两者结合起来可知,只有A正确。

汉语译文为:当他因为超速行驶而被禁止驾驶的消息传来时,这名司机不知怎么办才好。
