Any good-looking women can get a desperate man to pay for sex so making it illegal is an exercise in futility. Much like banning drugs it only moves things into the underworld where kidnapping, abuse, and trafficking become more appealing. When people are committing one crime they are more likely to commit others. Someone running a legitimate business has less incentive to commit crimes.

Keeping someone out of such a filthy profession should be the responsibility of family or society not government.

and also a disincentive for people to work in more productive fields,

governments needs to monitor the trade too!
it's part of TOTAL DEFENCE too!
