So if a child is kidnaped, sold to, and/or molested in a house of prostitution..... the offender is protected from serious charge, basically a child rapist's paradise?

I don't know what the procurators' base on evidence. I won't be surprised if there are underage girls willing to sell sex. Then that should be focus on the legislation more than the prosecution.

The effective way to prevent crime is prevention. Knowning how soon the police will catch one, would be more effective than how long one will be in jail to deter from commiting crime. Death sentence may not be more painful than locking up in jail.

Still I can't figure out why the English report is different from the Chinese report on charges.
