fair it is not, acceptable maybe

It seems the protests did have an impact on BBC.
But they still haven't given up there agenda.  
Instead of saying it themselves they find someone else to say it for them.
If BBC had just reported on the event and skipped the personal opinion, it would have been fair.

The protests have had little effect on the BBC as these sorts of reports are standard BBC balance.

As with balanced reporting, opinions on both sides of controversial issues are canvassed.

"Fair" reporting does not mean slavishly kowtowing to Beijing as you seem to expect it to.
