They need to reform their diplomat recruitment system.

But does this report exist in Chinese?  If you want to send a message to the Chinese people, using their own language would be the way to do it...

I think this phenomenon is due to the different pressure of supervision to central and local government. Central governmental officials are under strong public monitoring. But local government can conceal something by complex relations between officials in different systems.

However, the system is more and more transparent as the development of internet grass-root search and investigation.

Yes, I'd like to answer.

Several recent issues, including the prison-torture one, and a black-coal-mine one in Shanxi, and the earlier SouthChina Tiger issue, were firstly exploded in chinese meida. These reports brought intensive discussion in Chinese and then, media to foreigners, such as CD, published them.

I think Chinese media is kinda reluctant to pass everything to foreigners. For one thing, it reflects an old saying 'Never make family scandal public'; for another, west always associates these matter with other particular ones.

Acctually, as I've said before, discussion in chinese is much freer than english in China.
