我的问题是by airmail是一种方式,这里面的airmail并非具体指的那封信。所以我觉得要保证语法正确,应改成:

In order to make sure the grammar is correct, I think the following sentence would be safer:

I inquired first with an express service company which quoted USD20 for sending the document  for airmail, which document will arrive in Singapore within 2 days.

As to the tense of the auxiliary verb "will", my understandingg is, the latter half of the sentence is a kind of fact, no matter you send the mail on that specific day, or the next day or any day afterwards, as long as it is sent by airmail, it will arrive in Singapore within 2 days.  So I agree with Richard that will shall be used here.

I think the original sentence is correct, except perhaps for our disagreement on the use of will or would.  The way you rephrased it is sort of clumsy, and the second "for" should be changed to "by".
