I reckon Simba's version is the one we're looking for,pedagogical student,nice word indeed.

pedagogical student without paying extra tuition fee(In China,if your are a pedagogical student then the government will burden the tuition and you only need to pay a limited fee)

"tuition-free normal university student" is a kind of naturalisation;
"pedagogical student" is a skill of dissimilation

I think it is no need to change the expression as the society changing. Just like the old saying, althougt the meaning has changed(some have widened their meaning), we still use the expression.

I don't think "tuition-free normal university student" is  accurate because not only tuition, but fees for accommodation and living expenses will be funded by the government.
