Only half in Jest

You be MUCH further ahead but just accepting more immigrants of west African and Caribbean origin. Have some babies of mixed heritage.
You'll be surprised at the results. Just allow dual citizenship!
Expect to medal in the 2032 Olympics in the 100, 200, 400, 800, Decathalon, Heptathalon, Long Jump, Triple Jump, High Jump etc...
Not to mention your volleyball and basketball players will jump a LOT higher...

Let's have a Goodwill Orgy between Chinese athletes and Caribbean ones!

In return they'll likely get better at gymnastics, badminton, pingpong and diving...sports that most of these countries don't play well.

Fer Sure.....

"Not to mention your volleyball and basketball players will jump a LOT higher..."

By the London Games (2012), the slippery suit troupe would have moved up to the next level.  Ingenious gas powered suits boost American swimmer speeds by yet another 5%, and this time around they cornered all 18 gold medals in swimming.  The gas provides more buoyancy, and when directed along microchannels in the suits for exhaust around the ankles, provides the extra boost needed to break them records.

"It was hard work training for the event," confessed the captain of the winningest swim team in human history (until the nanolabs come up with the next version of slippery suits, that is).  "We had to stick to a special diet for the last 3 years, every one in the team, that guarantees maximum gas production.  And it was hard to learn to hold it all in until you are in the water.  But we did it!!"

Yeah, the major reason that Africans win track-and-field events is that they are better built for it. The reason they tend not to win at swimming is that they are conversely poorly built for it.
